Sebastian met Rabastan when they were both in their first year and immediately interacted because they had many things in common, such as their womanizing ways or their Slytherin atittude. Being that they are in the same year, they spend time as companions. Sebastian doesn't have any friends but he presumes Rabastan is the one closest, as close as a person can get to someone like Sebastian. Two dark minds always connect.

Diomedea and Rabastan have known each other years now, them having met on the train even before Diomedea was sorted into Slytherin; Rabastan was in his second year. While at first their personalities clashed to an extent, given their dark similarities, they found their way through them and made them unite them.
Andromeda Black

"Rab's an interesting character. I've been friends with him since infancy and we've always been close, but I've always felt that there was something underneath his exterior that wasn't quite right. Still, this doesn't mean that he hasn't been a great friend and been there for me when I needed him, so we're still great friends, despite my differences I have with my family and that whole social circle."
